cies, corporations, or other entities and
in awarding such grants, shall consider

infant and maternal mortality and morbid-
ity rates, and the availability or access-
ibility of health care

provide prenatal health and nutrition ser-
vices to pregnant, low income women who
are not eligible for medical assistance
and who do not have private health insur-
ance. The commissioner is hereby author-
ized to award grants to public or private
not-for-profit hospitals, health depart-
ments, associations, agencies, corpora-
tions, or other entities and in awarding
such grants, shall consider factors in-
cluding but not limited to, the infant and
maternal mortality and morbidity rates,
and the availability or accessibility of
