levels in outpatient/shared staffing to
expand crisis services, including mobile
crisis teams, 84 shall represent addi-
tional authorized positions to expand the
unit dose pharmacy initiative, and 433
shall represent additional authorized
positions to address the needs of psychia-
tric centers with an inordinate acute care
population, or other evidenced distress.
The office of mental health shall maintain
an average filled position level of 31,539
through October 1, 1985, and an average
filled position level of 31,656 through
March 31, 1986.

No later than thirty days.
days following the
close of each quarter of fiscal year 1985-
1986, the commissioner of the office of
mental health shall submit a report to the
director of the budget, the chairman of
the senate finance committee and the
chairman of the assembly ways and means
committee, identifying the actual average
filled positions, and a month by month
census analysis, in this program during
the preceding quarter. To the extent that
the average filled position level for the
previous quarter deviated from the average
filled position levels specified above,
such report shall further identify (i) the
magnitude of such variance, (ii) the reas-
ons for such variance, (iii) the program-
matic impact of such variance, and (iv)
the steps that will be taken to achieve
the staffing levels set forth herein dur-
ing the ensuing quarter then in progress.
The report shall also identify any alloca-
tion of staff resources made available
through census decrease, with justifica-
tions therefor.

The director of the budget shall provide
seven days prior notification to the
chairman of the senate finance committee
and the chairman of the assembly ways and
means committee of any proposed actions
which, in his judgment, could prevent the
attainment of the average filled positions
levels herein specified, and the circum-
stances and conditions to which these ac-
tions relate. Nothing contained in this
section is designed to alter the respec-
tive constitutional responsibilities and

services and expenses related to crisis residences, outside hospital care laundry services. Notwithstanding any other provision of law the office of mental health is authorized to transfer operation of individual upstate laundries to the office of general services (OGS) or the department of correctional services (DOCS), if such transfer is determined to be cost effective and appropriate. All such transfers are subject to plans to be approved by the director of the budget. Notwithstanding any other provision of law, the director of the budget is authorized to make transfers of monies, hereby appropriated, to the department of social services medical assistance program for payments for outside hospital care For services and expenses related to phased implementation of an improved pharmacy
