law, the director of the budget is authorized to make transfers of the moneys hereby appropriated for tuition. and fees for up to seventy-five children who reside in developmental centers and attend a private day school program to which they were admitted prior to July first, nineteen hundred seventy-nine, to the education department, in whole or in part, for use during the nineteen hundred eighty-five-eighty-six school year to reimburse school districts for tuition and fee expenses, including advance payments, and retroactive (prior years) tuition rate increases as approved by the education department, pursuant to contracts with private schools for services to such children. Notwithstanding any contrary provision of law, the office of mental retardation and developmental disabilities may transfer one or more of its facility laundry operations to the office of general services if such transfer is determined to be costeffective and appropriate. Plans to implement such transfers are subject to the approval of the director of the budget. Notwithstanding any contrary provision of the law staffing levels at non-Willowbrook class related Developmental Centers for the fiscal year commencing April 1, 1985 and ending March 31, 1986 shall be such that (a) the weighted average client care staffing ratio shall range between 1.235 and 1.250 filled client care staff for each client and (b) the weighted average administrative/support staffing level

shall range between four thousand eight hundred eighty and five thousand one hundred filled administrative/support personnel exclusive of any OMRDD laundry service positions. Following the completion of each pay period the commissioner shall submit a report to the chairman of the senate finance committee and the chairman of the assembly ways and means committee on a facility specific basis with respect

to the client census and the number of
filled client care positions and the
ber of filled administrative/support posi-
tions at each Developmental Center.

No later than the end of the month following
the close of the second, third and fourth
quarters of the fiscal year to which this
appropriation relates, the commissioner
shall submit a report to the director of
the budget with copies to the chairman of
the senate finance committee and the
chairman of the assembly ways and means
committee identifying the actual weighted
average ratio of client care staff to
clients in non-Willowbrook class-related
developmental centers and the actual aver-
age number of filled administrative/-
support positions in such centers during
the preceding quarter. To the extent that
the actual weighted average ratio of
client care staff to clients or the actual
weighted average number of filled
administrative/support positions, for the
quarter to which the report relates, is
less than the minimum specified above,
such report shall further identify (i) the
magnitude of such difference, (ii) the
reason for such variance, (iii) the pro-
grammatic impact on the quality of care of
such variance, and (iv) the steps that
will be taken to ensure achievement, dur-
ing the quarter then in progress,
