Such payments shall be made pursuant to a state operated campus child care plan submitted by May fifteenth, nineteen hundred eighty-five subject to approval by the director of the budget. Such plan shall include a provision for matching funds of at least thirty-five percent from such sources as sliding scale fees based on income or need, in-kind services, or funds from federal or other sources

Less amount to be appropriated from the miscellaneous special revenue fund - state university general income offset account and the miscellaneous special revenue fund - state university dormitory income offset account, including an amount not less than seven million dollars ($7,000,000) to be deposited from reserve funds, and overhead funds and miscellaneous earnings recovered in the administration of sponsored programs for which the research foundation of the state university of New York has been designated by the state university trustees as fiscal administrator. Such deposit shall be made in accordance with an annual plan for the use by the research foundation of overhead recoveries and miscellaneous earnings for the benefit of the state university. The plan shall enumerate the services provided by the research foundation to the state university on behalf of the program of the state university and the amounts to be expended there for from overhead funds and miscellaneous earnings administered by the research foundation. The plan shall be developed pursuant to an agreement between

the state university trustees and the research foundation and both the plan and the agreement shall be subject to the approval of the director of the budget. The agreement shall additionally be subject to the approval of the state comptroller.
