legislature hereby finds that the present system of state assistance to local governments encompasses a wide variety of individual programs. This system attempts to preserve local responsibility for administering services while relieving local governments of a portion of the responsibility for raising revenues to meet the costs of such services. The programs of state assistance for particular purposes are designed to assist localities in financing specific services of importance to the people of the state, while the program of state revenue sharing is intended to provide local governments with general assistance in meeting the costs of their services and in meeting the costs of state mandated activities. In recent years, proposals for capping state aid to localities, for the funding of specific state mandates on localities, for the state assumption of the cost of certain local services, and for the imposition of spending and/or taxing limits on local governments have been put forward in a piecemeal fashion with inadequate attention

given to the relationship between and among these various proposals. The Legislature further finds that the results of the recent decennial census will have a significant effect on the distribution of assistance under the state's present revenue sharing program. Because of the impact of the new census data, the enormous economic and social changes that are taking place and the proposed changes in federal-state financial relationships, this is an appropriate time to review the general revenue sharing formula and its relationship to other aspects of state-local relations.

Accordingly, a legislative commission on state-local relations is hereby created to examine, evaluate and make recommendations concerning the State's system of aid to localities, the division of State and local responsibilities, state mandates on local governments, and state limits on the taxing and borrowing abilities of local
