(71068560) For transfer to the stock transfer incentive fund created pursuant to section 92-i of the state finance law for purposes of reimbursing the city of New York for one-half of the revenue loss resulting from rebates of stock transfer taxes and the expiration of the twenty-five percent surcharge on transactions subject to the stock transfer tax imposed by article 12 of the tax law, provided, however, that the maximum amount to be paid shall not exceed the amount provided in paragraph (b) of subdivision 6 of section 92-i of the state finance law, and provided further, however, that notwithstanding the provisions of paragraph (b) of subdivision 6 of section 92-i of the state finance law or any other law to the contrary, the amount paid from this appropriation to the stock transfer incentive fund shall constitute the complete liquidation of the state's obligation for such purposes. Notwithstanding the provisions of section 92-i of the state finance law or any other law to the contrary, upon receipt of the certification of the commissioner of taxation and finance provided for in subdivision four of such section 92-i for the calendar quarter ending June thirtieth, nineteen hundred eighty-five, the comptroller shall determine the amount payable by the state as one-half of the revenue loss to the city of New York for such calendar quarter as a result of the rebates of stock transfer taxes and the expiration of the twenty-five percent surcharge on transactions subject to the stock transfer tax.
