REQUESTING PRESIDENT TAFT AND SECRETARY OF STATE
KNOX TO GIVE THE COTTON PRODUCING STATES

EQUAL REPRESENTATION IN APPOINTMENT TO
DIPLOMATIC AND CONSULAR POSITIONS IN
FOREIGN COUNTRIES.

H. C. R. No. 3.] HOUSE CONCURRENT RESOLUTION.

Whereas, The cotton crop of the South is the great money crop of the United States, and its export to foreign countries brings nearly $500,000,000 annually to our shores as a balance of trade in our favor; and Whereas, It is important at all times that the market for American cotton should be extended and broadened to the end that consumption of cotton and cotton goods may be increased to keep pace with the increased production, and that the price might be enhanced to the producer to such an extent as to give him reasonable compensation for his labors; and

Whereas, There are many diplomatic and consular positions in foreign countries to be filled by President W. H. Taft and Secretary of State Philander C. Knox; and

Whereas, We believe that the cotton producing states of the South should have equal representation with any other states of the Union in the consular and diplomatic service in foreign countries, especially in those countries which consume raw cotton and cotton goods; therefore be it

Resolved by the House of Representatives of the Thirty-first Legislature, the Senate concurring, That President Taft and Secretary of State Knox be, and they are hereby requested and memorialized to give the cotton producing states equal representation in appointment to diplomatic and consular positions in foreign countries, to the end that the market for cotton and cotton goods may be extended and broadened to keep pace with the increased production of cotton in the South, and in order to increase the price that the producer may receive reasonable compensation for his labor.

Resolved further, That the Governor be, and is hereby requested to properly sign and certify this Resolution, and forward the same to President W. H. Taft and Secretary of State Knox.

I do hereby further certify that the First Called Session of the Thirtyfirst Legislature of the State of Texas convened in the City of Austin, Texas, on the thirteenth day of March, A. D. 1909, and adjourned on the eleventh day of April, A. D. 1909.

PROCLAMATION.

EXECUTIVE OFFICE,

STATE OF TEXAS, AUSTIN.

I, T. M. Campbell, Governor of the State of Texas, by virtue of authority vested in me by the Constitution, do hereby call a Special Session of the Thirty-first Legislature to convene in the City of Austin, Texas, beginning at 10 o'clock a. m., Monday, April 12, 1909, for the following purposes, to-wit:

1. To make appropriations for the support of the State government and State institutions for the two years beginning September 1, 1909, and for other purposes usually covered by appropriation bills, and to observe proper economy in making such appropriations.

2. To make appropriations for the payment of deficiencies.

3. To enact laws providing for the prompt establishment of an effective system for the guaranty for the deposits of the State banks of Texas, and to provide for all necessary supervision, examination and control of all banking corporations and banks doing business in this State, except National banks.

4. To consider and act upon such other matters as may hereafter be presented, pursuant to Section 40, Article 3 of the Constitution of the State of Texas.

In testimony whereof, I have hereunto set my hand and caused the Seal of the State of Texas to be affixed, at Austin, Texas, this the 11th day of April, A. D., 1909.
