APPROPRIATIONS—TO COVER DEFICIENCIES FOR THE YEARS 1906, 1907, 1908 AND 1909. H. B. No. 246.] CHAPTER 36. An Act making appropriations for the deficiencies in the appropriations hereto fore made for the support of the State government for the fiscal years ending August 31, 1906, August 31, 1907, August 31, 1908, and August 31, 1909, being for claims registered in the Comptroller's office in accordance with law, and for outstanding claims not registered, and to make additional appropriations for the support of the State government for the year ending August 31, 1906; August 31, 1907; August 31, 1908; August 31, 1909, and declaring an emer gency. Be it enacted by the Legislature of the State of Texas : SECTION 1. That the following sums, or so much thereof as may be necessary, be and the same are hereby appropriated out of any money in the State Treasury not otherwise appropriated, for deficiencies in the support of the State government for the fiscal years ending August 31, 1906; August 31, 1907; August 31, 1908, and August 31, 1909, and contracted under the provisions of Chapter 46, Acts of the Twenty-fifth Legislature, and of Articles 1089 and 1093 of the Code of Criminal Procedure and to make additional appropriations therefor. Whereas, there are no appropriations to pay claims against the State, herein provided for, which are outstanding and are legal claims against the State, creates an emergency and an imperative public necessity, which justifies the suspension of the constitutional rule requiring bills to be read on three several days in each House, and this Act take effect and be in force from and after its passage, and is so enacted. [NOTE—The enrolled bill shows that the foregoing Act passed the House by the following vote, yeas. 106, nays 3; was referred to the Senate, amended and passed by the following vote, yeas 25, nays 0; and that the House concurred in the Senate amendments by the following vote, yeas 98, nays 0.] Approved March 8, 1909. COURTS-HENDERSON (OU'VTY. H. B. No. 316] CHAPTER 37. An Act to restore the civil jurisdiction of the County Court of Henderson county and to repeal so much as applies to Henderson county of the Act ap: proved February 25, 1881, entitled an “Act to diminish the civil and criminal jurisdiction of the county court of Henderson, Parker, Lampasas, Blanco, Bexar, Kimble, Nueces, Gillespie, Kendall, Uvalde, Wheeler, Oldham, Bandera, Wharton, McMullen, Medina, Frio, Dimmit, La Salle, Hidalgo, Starr, Zapata, Duval and Burnet counties, and to conform the jurisdiction of the district and justices courts of said counties to such change; to provide for the transfer of certain causes now pending; to define the jurisdiction of said county court, and declaring an emergency. Be it enacted by the Legislature of the State of Texas : SECTION 1. All of the civil jurisdiction which the County Court of Henderson county had under the Constitution and laws of the State of Texas prior to the 25th day of February, 1881, shall be, and the same is, hereby fully restored, and so much of the Act approved February 25, 1881 entitled "An Act to diminish the civil and criminal jurisdiction of the county courts of Henderson, Parker, Uvalde, Lampasas, Blanco, Bexar, Kimble, Nueces, Gillespie, Kendall, Wheeler, Oldham, Bandera, Wharton, McMullen, Medina, Frio, Dimmitt, La Salle, Hi |
