SURVEY OF ROXBURY.

streets in Roxbury was commenced in the month of July last. An appropriation of $5,000 was authorized for this purpose for the financial year ending June 30, 1870, only $1,288.95 of which had been expended to January 1st.

At the time the appropriation was granted, it was intended to put a much larger force on this survey than is now at work, there being at present only one party, consisting of one surveyor and two assistants. But on account of the large amount of work and surveys in this department required to be made by order of the Committee on Streets, the proper number of assistants could not be spared from the City Surveyor's office for that purpose. On this account only a portion of the appropri ation will be expended, and there will be a large balance at the end of the financial year, to be paid into the Sinking Fund.

As soon as competent surveyors can be obtained, they will be added to the force already engaged on the survey, and the work carried forward as fast as practicable. The progress of the survey must necessarily be slow, as it is made with great care, and the measurements all tested. Besides, the lines of many of the streets are very irregular, and are not defined on the ground by any monuments, buildings or fences that are reliable.

As fast as the survey is completed, plans will be made in sections, probably on a scale of twenty feet to an inch.

It is the intention to show on the plans all objects on the lines of the streets, such as buildings, walls and fences, and also to show the fronts of buildings that stand near the street lines.

SURVEY OF DORCHESTER.

By authority of the selectmen, and with the approval and recommendation of his Honor the Mayor, a survey of Dorchester was commenced in the month of November last, under

the direction of the City Surveyor. The survey and plans are being made in sections similar to those in Roxbury. No survey of the town has been made since the map made by Whitney and Eaton, and published in 1850.

This was merely a rough survey, drawn to a scale of one thousand feet to an inch, and is entirely inadequate to the present wants of that section of the city, where many changes in the present streets are likely to be made and new ones laid out, and where it will be more necessary to accurately define the street lines than it has been in the past. In addition to this survey, it will soon be necessary to have levels taken over all the streets in this ward, and profiles made for the purpose of establishing grades of the streets.

Two parties of surveyors, consisting of six persons, are at present employed on this survey.

The amount of the appropriation raised by the town of Dorchester remaining on hand January 1st will provide for the expenses of the survey till the 1st of May next, the beginning of the next financial year, and undoubtedly leave a balance to be paid into the Sinking Fund.

I would recommend that an appropriation be authorized to carry forward this survey during the next financial year.

GENERAL REMARKS.

The foregoing statement of surveys, plans, etc., shows only a portion of the work performed during the year in this department. As much of the work is of a miscellaneous nature, it cannot be classified, such as the giving of grades and lines of streets, surveys and levels, and plans for the Paving, Sewer, Public Building, Public Land, and other departments, measurement of contractors' work, drawing plans and writing descriptions of land for the City Solicitor, etc. It must be obvious that the past year has been unprecedented in the amount of work

required for laying out, grading, widening and extending

streets.

- Besides the duties performed by the City Surveyor in superintending the general work of the department, he is required by the ordinance to act as secretary of the Committee on Laying out and Widening Streets, which requires much of his time. The doings of that committee are fully shown in their final report, City Document No. 120, 1869.

In consequence of the general growth of the city, and the annexation of Roxbury, the duties of the City Surveyor have already been largely increased, and will be still more so by the annexation of Dorchester.

The separation of the City Engineer and City Surveyor's departments, by the ordinance passed in 1868, has proved to be satisfactory to both departments, the duties of each being much better managed and systematized.

PLANS.

Such plans formerly deposited in the office as related especially to engineering, some two hundred and twenty-five in number, have been transferred to the City Engineer's office, and as this is the first annual report from this office since its establishment as an independent department, I would respectfully submit the following brief statement of the classification and nature of the plans, loose and bound, at present deposited in this office:
