In addition to the foregoing appropriations, the sum of forty-nine thousand dollars remaining unexpended of the appropriaton of sixty thousand dollars for the conappropriations struction of new buildings at the Second Hospital for the Insane at Spencer, is hereby re-appropriated for the construction of new buildings at said hospital, according to the original plans, one-half of said sum of fortynine thousand dollars to be paid out of the revenues for the fiscal year ending September thirtieth, one thousand eight hundred and ninety-five and the remainder out of the revenues of the fiscal year ending September thirti eth, one thousand eight hundred and ninety-six, in addition to the sum of thirty thousand dollars appropriated
