worked an injury and damage to the manufacturing and producing interests of the state; therefore, be it Resolved by the Legislature of West Virginia: That the attorney-general of this state, on the complaint of twenty-five citizens who may be aggrieved, be and is hereby authorized and instructed to institute such legal proceedings by writ of quo warranto, or otherwise, in any of the courts of this state having jurisdiction, against any of said companies, for a forfeiture of their charter and chartered rights in so far as same are contrary to law, or have been lost by non-user or otherwise.
