Orville Poland, Chairman, Civil Liberties Committee of Massachusetts, 73

Tremont St., Boston, Mass. George Burroughs, Chairman, Civil Liberties Committee of The Community

Church, 6 Byron St., Boston, Mass. Other people who would be valuable as participants but not as chairmen, are: Zara duPont, 32 Shepard St., Cambridge, Mass. Eleanor Fabian, 379 Commonwealth Ave., Boston, Mass. Florence H. Luscomb, 10 Melvin Ave., Brookline, Mass.

Philip Taft, Dept. of Economics, Brown University, Providence, R. I.
The other people named in your list I only know of by reputation or not at all.
The Bennington College crowd are, I believe, liberals but I am not personally
acquainted with any of them.

I have not discussed your letter with any of these people.
Best regards.
Sincerely yours,

(Signed) HOWARD. AHM: mam. The CHAIRMAN. Who signed that letter?

Mr. TOLAND. It is signed by Howard Myers, regional director of the first region of the National Labor Relations Board.

The CHAIRMAN. Was he regional director at that time? Mr. TOLAND. Yes; and he still is. The CHAIRMAN. Is that written on Board stationery? Mr. TOLAND. Yes, sir. I show you, Mr. Wolf, a copy of a letter from you to Henry J. Winters, of the National Labor Relations Board, Federal Building, Buffalo, N. Y., dated March 8, 1939, and ask you if you did not dictate or cause that communication to be sent to Mr. Winters?

Mr. WOLF. I did. Mr. TOLAND. I offer the document in evidence identified by Mr. Wolf.

(The copy of the communication dated March 8, 1939, addressed to Mr. Henry J. Winters, Buffalo, N. Y., was received in evidence, marked "Exhibit No. 1015," and follows.) Mr. TOLAND (reading):

MARCH 8, 1939. Mr. HENRY J. WINTERS,

National Labor Relations Board, Federal Building, Buffalo, N. Y. DEAR HENRY: I need a little help from you with regard to a project being started by a group of people in New York in opposition to the drive to amend the National Labor Relations Act. We intend to set up committees in as many cities as possible throughout the country to conduct meetings, radio forums, and similar activities as part of a campaign of education which will convince the country at large, and thus the Congress in Washington, that there is no need to amend the act at the present time and that the amendments which have been proposed are undesirable. These committees will be made up of liberal leaders in various communities with, we hope, some representatives of the A. F. of L. and the C. I. 0. unions.

I would like to get from you suggestions as to people in your region who could act as chairman of such committees and undertake to form them as well as names of additional people who could serve on such committees.

I know that you realize the need for immediate action and that you will give this request your prompt attention. Best regards.

Sincerely yours,

BW/p.
UOPWA

I show you a communication dated March 13, 1939, addressed to yourself, Nr. Wolf, with the initials H. J. W. and ask you if you did not receive that communication from Mr. Winters.

Mr. WOLF. I did.

Mr. TOLAND. I offer in evidence the document identified by the witness.

(The communication dated March 13, 1939, to Benedict Wolf, Esquire, 1501 Broadway, New York City, N. Y., signed H. J. W., was received in evidence, marked "Exhibit No. 1016," and follows.)

Mr. TOLAND (reading):

NATIONAL LABOR RELATIONS BOARD

THIRD REGION

Post Office Building, Buffalo, New York

MARCH 13, 1939. BENEDICT WOLF, Esquire,

1501 Broadway, New York City, N. Y. DEAR DICK: I have your letter of March 8.

Naturally I am in entire sympathy with your project. We are taking steps to see who we can round up and I will communicate with you further, within a few days. With sincere best wishes, Sincerely,

HJW. The CHAIRMAN. Who is H. J. W.? Mr. TOLAND. He was regional director at that time, Henry J. Winters of the third region of the National Labor Relations Board.

Now, I show you a copy of a letter dated March 8, 1939, to Bennet F. Schauffler, regional director of the National Labor Relations Board of Philadelphia, and ask you if you did not dictate or cause the original of that communication to be sent to Mr. Schauffler.

Mr. WOLF. I did.

Mr. TOLAND. I offer in evidence the document identified by Mr. Wolf.

(The copy of a communication dated March 8, 1939, to Mr. Bennet F. Schaufiler, National Labor Relations Board, Bankers Securities Building, Philadelphia, Pa., was received in evidence, marked “Exhibit No. 1017," and is printed in the appendix of this volume.)

Mr. TOLAND. Mr. Chairman, the copies of the letters sent to all of the regional directors, as the witness states, the first and second paragraphs are practically identical. I don't see any necessity for reading the same thing all the time. I would like to take all of the material now and have the witness identify it all as being in his files and turned over to us under subpena and then read whatever exhibits may be necessary or that the committee may desire.

Mr. Wolf, I show you certain correspondence turned over to the staff of the committee in accordance with the subpena served on you, and I ask you if you will identify all the letters that are there, the originals as either being sent by you or the copy being a true and correct copy and the original communication received by you as having been in your files and turned over to us.

(The witness examined and identified the correspondence.) Mr. Chairman, I offer in evidence, to be printed a separate exhibits, all of the correspondence submitted to my staff in accordance with the subpena served on the witness, copies of letters to Mr. Wolf as regional director, and employees of the Board and correspondence or letters from regional directors and employees of the Board to Mr. Wolf.
