National Labor Relations Board, Federal Building, Buffalo, N. Y. DEAR HENRY: I need a little help from you with regard to a project being started by a group of people in New York in opposition to the drive to amend the National Labor Relations Act. We intend to set up committees in as many cities as possible throughout the country to conduct meetings, radio forums, and similar activities as part of a campaign of education which will convince the country at large, and thus the Congress in Washington, that there is no need to amend the act at the present time and that the amendments which have been proposed are undesirable. These committees will be made up of liberal leaders in various communities with, we hope, some representatives of the A. F. of L. and the C. I. O. unions.

I would like to get from you suggestions as to people in your region who could act as chairmen of such committees and undertake to form them as well as names of additional people who could serve on such committees.

I know that you realize the need for immediate action and that you will give this request your prompt attention.

Mr. TOLAND. He was regional director at that time, Henry J. Winters of the third region of the National Labor Relations Board. Now, I show you a copy of a letter dated March 8, 1939, to Bennet F. Schauffler, regional director of the National Labor Relations Board of Philadelphia, and ask you if you did not dictate or cause the original of that communication to be sent to Mr. Schauffler.

Mr. TOLAND. Mr. Chairman, the copies of the letters sent to all of the regional directors, as the witness states, the first and second paragraphs are practically identical. I don't see any necessity for reading the same thing all the time. I would like to take all of the material now and have the witness identify it all as being in his files and turned over to us under subpena and then read whatever exhibits may be necessary or that the committee may desire.

Mr. Wolf, I show you certain correspondence turned over to the staff of the committee in accordance with the subpena served on you, and I ask you if you will identify all the letters that are there, the originals as either being sent by you or the copy being a true and correct copy and the original communication received by you as having been in your files and turned over to us.
