The accompanying manuscript bill (H. R. 20210, 59th Cong., 1st sess.), to authorize the construction of a bridge across the Mississippi River at St. Louis, makes ample provision for the protection of navigation interests, and I know of no objection to its passage by Congress so far as those interests are concerned.

It is noted, however, that the bill locates the bridge wholly within the State of Missouri, and in order to correct this an amendment, indicated thereon in red, is suggested. A. MACKENZIE,

On page 5 of the bill, in lines 20 and 21, strike out the words "Rela-
tions with Cuba" and insert in lieu thereof Cuban relations, and in
lines 22 and 23 strike out the words "improvement of the"; and the
