UNITED STATES OF AMERICA NOTE WASHINGTON, D. C., November 1, 1929. This book contains sections of the Postal Laws and Regulations (edition of 1924, amended to date) that are necessary for the information and guidance of railway postal, transfer, and terminal railway postal clerks. The postal laws and explanatory notes are printed in smaller type than the regulations. A regulation has all the force of law when not in conflict with a statute. The book also contains the service rating system, instructions and rulings with reference to transportation of mails by railroads (steam and electric), seniority rules, and questions for examination on Postal Laws and Regulations and space system. Clerks are reminded that they should be familiar with the contents of this book, and that they will be examined upon their knowledge of the laws and regulations therein. They will also be required to keep their books corrected in conformity with section 1477, paragraph 3. Corrections to this book should be made by attaching, at proper place in book, each correction insert published in General Order. The number should be left on each insert and in the event more than one is published for the same section or paragraph all the inserts should be retained in the book. A. A.
