This morging, the feveral Loan Contractors waited on Mr. Pitt, by appointment, in Downing-freet, to coc ude their bargam. After fome preliminary converfation, the bufmefs was proceeded in; and the biddings appearing to be equally low upon the two lifts of Meffrs. Robarts, Curtis, Goldfmid, Solomons, and Co. and Sir Francis Baring, Meffrs. Battye and Co. thofe Gentlemen were declared to be the joint Contractors. The hill for repealing the Act of laft feffion, for regulating the manufacture of flour and bread, was read the third time, in the Houfe of Commons, and paffed.

Mr. Pitt faid, the estimates of the public fervice for the prefent year neceffarily exceeded, in many departments, those of the laft. This augmentation was occafioned by circumstances well known to the Houfe, and on which he need not dwell at prefent. He should therefore proceed to state to the Houfe, as briefly as poffible, the probable amount of the public expenditure for the enfuig year, and the ways and means he fhould propofe to meet it.

Mr. Fitt regretted he was neceffitated to lay any additional burthen on the country; but confelfed, the nopes he entertained on the Income Tax had failed him; he thought it would have produced 10 milkons, but found it produced but fix millions; yet, fuch as it was, he had not altered his ideas in its defignation as a war tax, and as a tax forming a finking fund for difcharging the national debt. This tax he did not with to mortgage further, which led him to rate the taxes of this year within the term, leaving the Income Tax to operate a reduction in the public debt, which 15,902,000 he had propofed fhould not be augmented 1,938,000 beyond the amount of 1798-He then de757,000 tailed the effects of his financial meafares, 340,000 and gave the country the profpect of dif8co,ccp charging the incumbrances on the Income Tax in fix years from the pretent period, at which time the tax would ceale.
