The Commission, appointed to revise and consolidate the general Statutes of the Province of Quebec, have the honor to submit to you its Fourth Report:

In obedience to section 8 of the act authorizing the consolidation (43-44 V., c. 2), which provides that "whenever they shall deem any portion of the work sufficiently advanced, they shall cause the same to be printed, and transmit to the Lieutenant Governor, together with their report, a sufficient number of copies," the Commission has the honor to forward to you that part of the work which is now complete and printed; an intelligent appreciation of which however requires a review of the work of the two preceding Consolidation Commissions, which is contained in the first report* of the Commission, and from which some extracts require to be taken.

This report will then explain the distinctive character of the present consolidation, give a summary of the principles which dictated the choice of the statutes which the Commission has consolidated, and will end with a sketch of the plan of the work and of its execution.

*This report, owing to the recent burning of the Legislative Assembly buildings which destroyed the remaining copies in hand, has become extremely scarce.
