corporation for the the payment of said fire engines, pumps, water-mains, reservoirs or other works, and provide for the payment of said bonds, with the interest thereon, by the levy and collection of taxes therefor: provided, that the amount of indebtedness incurred for such purposes shall not exceed in amount five per cent. of the assessed valuation of such incorporated village; and that no such indebtedness shall be incurred or bonds issued until a proposition for incurring such indebtedness has been submitted to a vote of the people of such incorporated village, and approved by them.

SECTION 2. This act shall take effect and be in force from and after its passage and publication. Approved March 25, 1872.

AN ACT to amend section one, chapter 75, general laws of 1866, entitled an act to amend section 68, chapter 10 of the revised statutes, entitled "state superintendent," and to add a new scction to said chapter 75 of general laws of 1866.

SECTION 2. Said chapter seventy-five, laws of 1866, is further amended by adding the following section: "The boards of supervisors of those towns which have not raised, by order of the county board of supervisors, a sum sufficient to entitle them to an apportionment of school money for any school year, are hereby authorized to transfer from the general fund to the school fund of their respective towns, the amounts in which said town are deficient; and upon the receipt by the state superintendent of public instruction, of the certificate of any town clerk that the requisite amount has been transferred, he shall apportion to said towns the full sum of school money to which said towns would have been entitled provided the county boards had levied upon each town the amounts required by law."

SECTION 3. This act shall be construed to extend to cities and villages as well as towns.

SECTION 4. All acts or parts of acts conflicting with the provisions of this act are hereby repealed.

SECTION 5. This act shall take effect and be in full force from and after its passage and publication. Approved March 25, 1872.

AN ACT to authorize the trustees of the Wisconsin State Hospital for the Insane to sell certain lands.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. The trustees of the Wisconsin State Hospital for the Insane are hereby authorized to lay out into lots or subdivisions, all that part of the west half of the southeast quarter of section twenty-six, in the town of Westport, lying northeast of the track of

AN ACT to organize the paid fire department of any city within the state of Wisconsin, into a relief association.

SECTION 3. Such corporation shall have further power to establish for its government, a constitution and by-laws not inconsistent with the constitution and laws of this state, to have and to use a common seal, and to alter the same at pleasure, and to take by gift, grant or devise, and hold and convey real and personal property, not exceeding in value twenty thousand dol

lars.

SECTION 4. The members of any such association shall have power to assemble at such time and place as may be agreed upon. The control and disposal of the funds, property and estate, and the direction and management of all the concerns of said corporation, under such directions and restrictions as may be imposed by the rules and regulations thereof, shall be vested in a board of trustees, to consist of a president, vice president, treasurer, secretary and executive committee of three, who shall be elected annually to their respective offices by such members of the corporation as shall, by the rules and regulations therecf, be entitled to vote at such election.

SECTION 5. It shall be lawful for any such association to elect such other officers and for such terms as the condition and circumstances of the corporation may require and its by-laws may prescribe, which officers shall give bonds, as prescribed by the by-laws, for the faithful performance of their respective duties: provided, however, that the said trustees shall hold their office for one year, and until others are elected and qualified.

SECTION 6. The property, real and personal, of such corporation, shall be devoted solely to the purposes and objects of such association, and all real and per sonal estate which may hereafter be lawfully conveyed by devise, gift, grant, purchase or otherwise, to said association, shall descend with improvements in perpetual succession, and shall be held by said trustees and their successors in office, in trust for such corporation.

SECTION 7. The members of any such paid fire de partment shall suffer a deduction of five per cent. of their respective salaries, as often as paid to them, and the treasurer of any such city shall pay the said amount

of five per cent. over to the treasurer of the firemen's relief association of such city; and all rules and by-laws adopted by such association from time to time, fixing the rate of health and life insurance, and of the rates of relief to be furnished to the families of disabled and deceased members, shall be subject to the approval of the mayor of such city.

SECTION 8. This act shall take effect and be in force from and after its passage. Approved March 25, 1872.

AN ACT relating to the publication of lists of lands and lots on which taxes remain due and unpaid.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Section 1 of chapter 276 of the general Amended. laws of 1861 is hereby amended by striking out the words, "six months" where they occur in said section, and insert in lieu thereof the words, "one year," so that said section as amended will read as follows: Section 1.
