SECTION 2. The provisions of this act shall apply to all actions now pending, as well as to those hereafter commenced.

SECTION 3. This act and shall be in force and take effect from and after its passage and publication. Approved February 20, 1872.

CHAPTER 14.

AN ACT relating to actions for the foreclosure of tax deeds, and to amend section 39 of chapter 22 of the general laws of 1859. The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. AN ACT relative to evidence in certain cases, and to repeal chapter twenty-two of the general laws of 1869.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Each county clerk and [or] county treas- clerk shall urer in the several counties of this state, is hereby required and it shall be his duty to make a transcript for any person demanding the same, of such part of the books, records, papers, files and proceedings in his office as appertain or relate to the assessment of taxes or the sale of lands for taxes in his county for such year or years as shall be designated by the person requiring the same: provided, that in such transcript it shall only be necessary to set forth or describe such tracts or parcels of land designated by the person requiring such transcript.

SECTION 4. Each county clerk or treasurer shall be entitled to demand and receive for such transcript, twenty cents per folio for each folio, before he shall be compelled to make or deliver the same.

SECTION 5. When the certificate required by section two of this act shall be made by a county treas urer, it shall be sufficient, without any seal attached thereto, unless the legislature shall hereafter provide for an official seal for such officers.

SECTION 6. Chapter twenty-two of the general laws of 1869 is hereby repealed.

SECTION 7. This act shall take effect from and after its passage and publication. Approved February 20, 1872.

CHAPTER 16.

AN ACT to appropriate a sum of money for the payment of current expenses, repairs and indebtedness, and for a library and permanent improvements at the state prison for the year 1872.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. There is hereby appropriated out of any money in the general fund not otherwise appropriated, the sum of fifty-eight thousand nine hundred and ninety-three dollars and forty-seven cents, in full, for the following purposes, at the state prison, for the year 1872, viz: for current expenses and repairs, twenty-three thousand nine hundred and four dollars; for permanent improvements, ten thousand dollars; for payment of indebtedness, twenty-four thousand five hundred and eighty-nine dollars and forty-seven cents; for purchase of library, five hundred dollars.

SECTION 2. All sums for current expenses and repairs shall be drawn from the treasury, not oftener than quarterly in advance.

SECTION 3. This act shall take effect and be in force from and after its passage and publication, and shall be printed in the volume of general laws for the year 1872.

CHAPTER 17.

AN ACT amendatory of section 66, chapter 152, of the general laws of 1869, entitled "an act to codify the laws of this state relating to highways and bridges."

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Section 66 of chapter 152 of the gen- Amended. eral laws of 1869, entitled "an act to codify the laws of this state relating to highways and bridges," is hereby amended by adding thereto, as follows: provided, that no damages shall be paid to or received by the party aggrieved, until such road shall have been opened by order of the supervisors.

SECTION 2. This act shall take effect and be in force from and after its passage and publication. Approved February 23, 1872.

CHAPTER 18.

AN ACT to amend section 66 of chapter 10 of the revised statutes, increasing the appropriation for the library of the state superintendent of public instruction.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Section 66 of chapter 10 of the revised Amended. statutes is hereby amended to read as follows:

"Section 66. It shall be the duty of the state superintendent to collect in his office such school books, apparatus, maps and charts, as can be obtained without expense to the state; and also to purchase, at an expense not exceeding one hundred and fifty dollars a year, rare and valuable works on education, for the benefit of teachers, authors and others who may wish to consult them."

SECTION 2. This act shall take effect and be in force from and after its passage and publication. Approved February 28, 1872.

CHAPTER 19.

[Published March 1, 1872.]

AN ACT to appropriate a sum of money therein named for the payment of current expenses at the institute for the education of the deaf and dumb for the year 1872.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. There is hereby appropriated out of any money in the general fund, the sum of thirty-seven thousand, nine hundred and forty-nine dollars, in full for the payment of current expenses at the institute for the education of the deaf and dumb, for the year 1872.

SECTION 2. All sums for current expenses shall be drawn from the treasury not oftener than quarterly in advance.

SECTION 3. This act shall take effect and be in force from and after its passage and publication, and shall be printed in the volume of general laws for the year 1872.
