It is hereby ordered by the City Council, That, to defray the expenditures of the City of Boston and the County of Suffolk for the financial year which will commence with the first day of May, 1887, and end with the last day of April, 1888, the following sums of money be, and the same are, hereby respectively appropriated for the objects and purposes as herein set forth; said sums to be in addition to the amounts appropriated in the general appropriation bill passed April 30, 1887 (Doc. No. 79).

Provided, That all appropriations herein made, and all appropriations and expenditures hereafter to be made or authorized, shall be subject to and in accordance with Chapter 15, Sections 3 and 4, of the Revised Ordinances of 1885, and Sections 14, 15, and 16 of the Joint Rules and Orders of the City Council, as adopted for this year. No contract shall be made, nor expenditure authorized in any case, unless

the same shall have been provided for herein, or unless provision for the same shall be made by special transfer from some of the appropriations herein contained, or by creating a loan.

Provided, also, That any sums of money which may be subscribed or contributed by individuals to promote the objects of any of the following appropriations, and which form no part of the estimated income of the city, shall be strictly applied according to the intention of the contributors, and shall be credited to such appropriations accordingly; that is to say:

Laying a Specific Tax to defray the Expenses of the City of Boston and the County of Suffolk for the financial year 1887-88, and providing for interest on non-payment of

same.

Ordered, That the sum of four hundred and twenty-five thousand dollars ($425,000) be raised on the polls and estates taxable in this city, according to law, to pay the current expenses of the City of Boston and the County of Suffolk during the financial year which will commence with the first day of May, 1887, and end with the last day of April, 1888.

Ordered, That, in pursuance of the authority of Chapter 11, Section 67, of the Public Statutes, all taxes assessed for the purpose of providing for the expenditures of the City of Boston and County of Suffolk, for the financial year 1887-88, and for paying the city's proportion of the State tax of 1887,

shall be due and payable on the first day of November, 1887; and, if the same shall remain unpaid, interest at the rate of six per cent. per annum shall be charged upon all such taxes as shall not be paid at that date; and upon all taxes that shall remain unpaid on the first day of January, 1888, there shall be charged interest at the rate of seven per cent. per annum; and all the interest that shall have become due from and after the above-named dates shall be added to and be a part of such taxes; provided, however, that the taxes assessed by authority of Chapter 13 of the Public Statutes, upon the shares of National Banks and of other corporations, shall be due and payable on the first day of November, 1887, and interest shall be charged, as provided in said chapter, upon all such taxes as remain unpaid after that date, at the rate of twelve per cent. per annum.

To the Honorable the City Council: —

GENTLEMEN, I return herewith the appropriation bill passed by the Common Council on June 15, 1887. I approve the following items therein, viz. :—

I should have approved the items of $50,000 for the Roxbury High School, and $15,000 for the South Boston Grammar School without hesitation; but I am satisfied that the amount appropriated will not be sufficient to complete the buildings, and, in consequence, will be no benefit whatever in advancing the work. It is merely voting money to remain idle in the treasury, for at least a year, that could be placed to better advantage in other departments. In fact, appropriations made. that are not sufficient to complete the work, tend to cause delay and embarrassment, because contracts cannot be made or the work commenced.

We have altogether too many unexpended balances in our treasury drawing very little interest. The balance of the appropriation for the Public Library, amounting to $368,854.89, after deducting the expense of the foundation, is a notable instance. No one believes that the new Public Library can be built for that sum. In fact, the plans have not yet been completed, are not likely to be finished for some time; and, when these plans are completed, it will be found that they will require a much larger sum of money. The balance of the appropriation now on hand will not pay for the erection of such a building as the public generally demand. Neither will the amount appropriated for the
