Page 18 - One member of said board shall be appointed for the term of five years, one for four years, one for three years, one for two years, and one for one year ; and thereafter the term of office of the commissioners shall be five years. All vacancies on said board, whether occurring by expiration of term or otherwise, shall be filled by the governor, with the advice and consent of the council.
