SIR, - In reply to your Circular No. 13 I would say that basing the probable needs of the Board of Appeal for the year 1901 upon the payments made during the year 1900, the amount of appropriation should be $2,500. It is impossible to foretell the amount that may be needed for any one year, as no salaries are paid, and the payment is made for actual services and for such expenses as may be incurred. The payment for services in any one year is limited by statute to $3,000. *

SIR, - The estimate of income of the Cemetery Department can only be made up on the basis of the past earnings. The following estimate is made up from the earnings from December 1, 1899, to December 1, 1900.

As these earnings are dependent upon the sale of lots, number of interments, and work ordered done in reference to lots, etc., it can be readily seen that the same may be, for the coming fiscal year, greater or less than the estimate herein placed.

The volume of business in the cemeteries, which have no earning capacity, varies from time to time.
