OF THE

PRINT IN G D EP A R T MENT

FOR THE YEAR 1902–1903.

Pursuant to law — section 24, chapter 3, of the Revised Ordinances of 1898, and order of City Council, January, 1903 — I herewith respectfully submit a detailed report of the business of the Printing Department of the City of Boston for the financial year beginning February 1, 1902, and ending January 31, 1903.

The total receipts of the department for the past year amounted to $179,931.72, the total expenditure being $170,688.03, showing the gross gain to be $9,243.69. The net value of the plant, February 1, 1902, was $46,268.61. Allowing for depreciation at the rate of 10 per cent. per annum, the net value of the plant on February 1, 1903, was $41,641.75. The net gain for the year was $4,616.83.

The total amount for printing, binding, etc., charged to the various departments during the past year was $179,931.72. The standard which has been followed in charging the departments for printing is the price charged for the same class of work by private printing firms working under the Typographical Union rules. It may be added that the demands made upon this department to furnish a greater output is rapidly increasing year after year. As the city grows the demand for printing increases.

A glance at the operations of this office will show the rate of increase. For the year commencing February 1, 1896, and, ending January 31, 1897 — the last year under the contract system — the total cost for printing, as charged to the city, was $137,371.12. In 1897 the Municipal Printing Plant was organized under my supervision. During the first financial year, from March 1, 1897, to January 31, 1898 (eleven months), the total value of the work executed for the various departments was $112,670.10. In the year 1898–99 it was $143,334.73; 1899–1900, $128,515.10; 1900–01, $150,890.17; 1901–02, $172,326.31; and during the past financial year, as shown in detail by the annexed statement, it amounted to $179,931.72. The pay-rolls of the department during the corresponding periods show the amount paid to employees:

I respectfully call attention to the increase in the payroll during the financial years 1900–01 and 1901–02, compared with the preceding years and the past year, and also compared with the amount of work performed in the same years. This large increase took place under the superintendence of another manager of the department. The increase, in my judgment, was due chiefly to two things: First, to the operation of the eight-hour work-day, which went into effect in all the departments of the city on December 14, 1899, and, secondly, to the appointment of supernumerary officials. An explanatory statement may be necessary at this point. I served as Superintendent of Printing when the printing plant was established in 1897, and aided materially in its organization, directing its business up to the month of June, 1900, when I was removed and another superintendent appointed.
