SIR, - The $300,000 issued under the loan authorized by order of the City Council, approved July 31, 1903, will be nearly, if not wholly, expended at the close of the present financial year, and a new loan of $330,000 should be authorized to meet the needs of the department for extension and renewal of mains, etc., and for the construction of a water-pipe tunnel across Fort Point channel at Dover-street bridge during the coming year. In anticipation of such loan, I have made my estimate for current expenses the same as last year.

The Honorable the Board of Aldermen :

GENTLEMEN, - On January 16, 1905, you passed the following order: Ordered, That the Corporation Counsel be, and he hereby is, requested to furnish the Board of Aldermen at its next meeting the following information: Whether or not the Massachusetts Gas Companies is a voluntary association, and whether or not its stock, owned by residents of Boston, is subject to taxation; whether or not the capital stock of said Massachusetts Gas Companies is issued in part on the stock of the New England Gas and Coke Company; and whether or not the New England Gas and Coke Company is a voluntary association, and whether or not the stock of said New England Gas and Coke Company, owned by residents of Boston, is subject to taxation. Although information of the kind requested seems to be outside of the duties required of me by ordinance, I will answer the questions as far as I have information on the subject. 1. The Massachusetts Gas Companies is an association whose property is held by trustees under a deed of trust.
