therewith in the locations fixed therefor by the superintendent of streets; shall clean and maintain all catch basins of the city in the public streets connected with the public sewers; shall have charge of the pumping station, reservoirs, and other apparatus and appliances of the improved system of sewerage; shall have the care and custody of all property acquired by the city for said purposes, and shall make and deliver to the city collector or other official designated by statute all bills for sewer assessments. Said superintendent shall carry out any directions of the board of aldermen as to matters in the control of said board relating to drains and SeVVe I’S. Sect. 2. Said superintendent shall keep a book in which he shall record the date of every order for constructing the sewer, the name of the contractor or builder constructing it, the date of commencing and the date of completing the work, and the cost of the sewer; also a book in which he shall certify the names of the owners of estates assessed for the construction of the sewer, the number of feet of land of each estate bordering on the street or strip of land in which the sewer was laid, the amount of each assessment, the date of the completion of the sewer, and the dates when the notices of assessment were given. Sect. 3. Said superintendent shall keep a plan for every existing and every new sewer, showing its depth, breadth, mode of construction, and general direction, and shall, from time to time, ascertain and insert on said plans all entries made into the sewers. Sect. 4. Said superintendent shall, when about to build a new sewer or repair an old sewer, notify all abutters on that part of the line of said sewer when he proposes to do work, and afford them facilities for entering the sewer; and shall, when about to construct a new sewer, at least four weeks before beginning work, notify the superintendent of lamps, the water commissioner and all persons authorized to place any structure in the street or streets through which said sewer is to be built, and require and see that all said departments or persons having any work to be done in the streets so designated shall do all such work before the surface of such street is again prepared for and opened to public travel. Sect. 5. Said superintendent may issue a permit to competent mechanics for the purpose of entering particular drains into public drains and sewers, on a condition the terms of which shall be those hereinbefore stated in section four of chapter headed “Street Department,” and, in addition, that the person applying for the permit shall make connection of the said drain with the said sewer only in the manner shown on the back of said permit, and only in the presence of an inspector of the sewer division; shall have on the ground, when the inspector arrives to see the connection made, any slant, bend, or curve to be used in making the connection; shall not cover up any work until inspected by one of said inspectors; shall not lay the drain in the same trench with a water pipe; shall not connect any exhaust from a steam engine, any blow off from a steam boiler, or any other pipe for delivering steam or hot water with the drain or sewer; shall, when he receives any pipe from the sewer department in exchange for another, return such other to the yard of the sewer department within twenty-four hours after receiving such exchange. Said superintendent shall in each drain-permit specify the size, material, and mode of construction of the particular drain, and the direction and grade for laying it, but, before issuing a permit for entering a drain into a particular public sewer from land upon which a sewer assessment has not been paid, he shall be paid for the city an assessment of two cents per square foot for all land in the estate from which the entry is made within one hundred feet of the street or strip of land in which the sewer or particular drain is laid.

CHAPTER BRIT)GE DEPARTMENT.

Section 1. The bridge department shall be in charge of the superintendent of bridges, who shall have the care and management of all bridges which are used as highways and are, in whole or in part, under the charge of the city, and of so much of Harvard bridge and of Prison Point bridge as are under the charge and control of the board of aldermen or of the city ; shall be the commissioner to act with another commissioner for the city of Cambridge, and as such commissioner shall have and exercise all the powers in relation to West Boston bridge and Craigie bridge conferred by chapter three hundred and two of the Acts of the year 1870; shall, when he exposes any portion of the structure on which the strength of a bridge depends, notify the city engineer and afford him an opportunity to inspect the same ; shall make all repairs affecting the strength of any bridge, under the supervision of the city engineer; shall keep the rails and planks in good order, and all dirt, snow, and ice removed from the sidewalks ; shall keep all said bridges, or those parts thereof under his care, and the abutments, guards, draws and wharves thereof, clean and in good condition and repair; shall appoint drawtenders for the draws in bridges of which he has the care, and see that they properly perform their duties, and may remove them for such cause as he shall deem sufficient, and shall assign in his order of removal. Each drawtender so appointed shall take charge by night and by day of the draw of which he is drawtender; shall require from the person in charge of a vessel applying to pass through the draw a true statement of the name, extreme width, and draught of the vessel; shall determine the order in which vessels may pass through the draw, and may direct the placing of warping lines, anchors, and cables, and the use of any warping apparatus provided by the city; shall cause the draw to be opened for the passage of vessels when moving with the tide, and, in his discretion, when moving against the tide, if the wind is favorable or if the vessel is in tow; but he shall not allow any vessel to pass through the draw of the Charlestown bridge, so-called, except such vessels as shall be ready to go through at the following times: 6.30 A.M., 9.30 A.M., 11 A.M., 12 M., 1.30 P.M., 3 P.M., 8.30 P.M., 11.30 P.M., and from 11.30 P.M. until 6 A.M.; nor shall any vessel be allowed to pass through the draw of Congress-street bridge between the hours of 6 A.M. and 8.30 A.M., or between the hours of 4.30 P.M. and 6.30 P.M. ; shall cause the draw to be closed with all possible expedition after a vessel has passed through, not permitting more than one vessel to pass through at one opening of the draw, except that, when the draw is open and the bridge is free from persons desiring to cross, he may, in his discretion, permit other vessels to pass through before causing the draw to be closed. Sect. 2. Said superintendent shall in his annual report include a statement of repairs and expenditures of each bridge under his charge, of the number of times each draw of a bridge has been opened for the passage of vessels, of the number of vessels laden with cargo that have passed through each draw, and shall perform such other duties as have been or may be imposed by statute upon the person or persons having charge of bridges in the city of Boston.

CHAPTER —. SANITARY DEPARTMENT.

Section 1. The sanitary department shall be under the charge of the superintendent of sanitary department, who shall have the care and maintenance of the city teams and stables and of all the appliances and apparatus now or hereafter in use in connection with the removal of ashes, house dirt, and house offal, and who shall remove the same, and all

other noxious and refuse substances from yards and areas when so placed as to be easily removed; and shall, when requested by the superintendent of streets or the board of health, render to said superintendent or board in the discharge of his or its duties concerning the sanitary condition of the city, all the assistance that can be given by himself or his department.

CHAPTER —. STREET CLEANING AND WATERING DEPARTMENT.

Section 1. The department of street cleaning and watering shall be under the charge of the superintendent of street cleaning and watering, who shall have the care and maintenance of the city teams, horses and carts, and the city stables, and of all the appliances and apparatus now or hereafter in use in connection with the cleaning and watering of streets; shall keep the streets in a clean and wholesome condition; shall keep all sidewalks in front of or around city buildings free from snow and ice; shall have charge of the watering of the streets, squares and public ways, and shall, so far as appropriations permit, keep the streets and public ways in said city so watered as to be free from dust; and shall, when requested by the superintendent of streets or the board of health, render to said superintendent or board in the discharge of his or its duties concerning the sanitary condition of the city streets all the assistance that can be given by himself or his department.

Sect. 2. Said superintendent shall, if requested by the superintendent of streets, furnish watering carts when said superintendent is making or repairing macadam roads.

Sect 3. Said superintendent shall, if requested so to do, perform the duties concerning street watering and assessments therefor imposed by the street watering act, socalled.

CHAPTER —. SUPPLY DEPARTMENT.

Section 1. The supply department shall be under the charge of the superintendent of supplies, who shall supply all the materials, apparatus and other supplies used and to be used, except furniture and those supplied by the superintendent of printing, by the street, bridge, sanitary, sewer, and street cleaning and watering departments, and such material for the other departments of the city as may be asked for by requisition to him in writing, signed by the head of such department. Said superintendent shall on the fifteenth day of each month send to the city auditor a detailed bill of the purchases made for each department during the preceding month, which bill shall be approved by the official in charge of the department.

Sect. 2. Said superintendent shall keep proper books of account, and when satisfied of the legality of any requisition shall at once comply with it and make proper entries on his books. He shall require suitable evidence that the materials and supplies furnished are accepted by the officer issuing the requisition.

Sect. 3. Said superintendent shall in his annual report include a statement of the cost of all supplies furnished each department or officer.
