That a land purchase program, to secure more effective use of areas than is probable under private ownership, be undertaken over a term of years, involving : (a) Continued retirement of submarginal lands at the rate of about 5 million acres per year for a period now estimated at 15 years.

The function of the proposed board would not be to supplant the numerous planning agencies now active in various departments of the Federal Government or elsewhere but to supplement their work and to promote closer coordination among the plans they severally prepare for submission to the President.
