Recapitulation of differences in actual running expenses for the years 1874-75 and 1875-76:

The whole number of inmates remaining in the several institutions on the 30th of April, 1875 and 1876, was as follows, viz.: —

The following table shows the average expenditure for each inmate of the several institutions during the year, and the actual cost of the same for the year and per week:

The average expenditure for each inmate at the Almshouse, Charlestown district, has been $94.72 for the year, or $1.82 per week. Actual cost, $82.45 per year, or $1.58 per week.

The above estimate is based upon the total expenditures for all purposes, less the income actually received and paid into the City Treasury.

An examination of the preceding tables discloses the fact, that notwithstanding the gross amount of expenditure and actual cost exceeds that of the previous year, the former $3,446.76, and the latter $16,559.30, the cost per capita of the inmates for the year has materially decreased; or, in other words, the average expenditure for each inmate in 1874-5 was $196.40, and 1875-76, $178.37, — a decrease of $18.03 per capita; and the actual cost in 1874-75 was $167.20 for each inmate, and in 1875-76, $156.82,- a decrease of $10.48 per capita. The average number of inmates of the institutions under the charge of this Board for the past year has been 2,543, against 2,292 for the previous year, an increase of 251.

Neither of these comparisons of expenditure and actual cost include the additional cost of maintaining our city charges in the State Lunatic Hospitals, or the convicts committed by courts in Suffolk County to the Houses of Correction in other counties, the expense of whose maintenance is

included in the expenditure for pauper expenses. Of the former class the entire number supported during the year has been 288; of the latter class, 80.

This result has been attained despite the fact that the general declension of business has been, if possible, more marked and depressing than during the previous year, depriving the institutions, especially the House of Correction, of a large amount of income, which, under ordinary circumstances, would have been amply realized. This comparison also excludes the amount of nearly $7,000, due the city for labor of prisoners at House of Correction during the past year, which remained unpaid at the close of the year.

There has been no material change in the management of the institutions during the year, and nothing of an extraordinary nature has transpired to require special comment at this time. All the Superintendents are entitled to commendation for the faithful manner in which they have discharged the duties of their important positions. They have faithfully borne the added cares and dutics of another year, and have manifested a deep interest in the welfare of the several institutions under their charge. No unusual or epidemic disease has appeared, and the effectiveness of the institutions has in no manner been disturbed.

The closing weeks of the year were saddened by the sudden and unexpected death of Mr. Cumings, which occurred April 4th, and the retirement after more than fifteen years of able and disinterested service of Mr. J. Putnam Bradlee, who, since June, 1867, has occupied the honorable and responsible position of President of the Board. The services these gentlemen have rendered the city in their long connection with this Board cannot be too highly appreciated by their fellow-citizens. One has gone beyond the reach of any earthly acknowledgment of his fidelity; the other we trust will long remain to enjoy the reward of his arduous labors in the consciousness of duty faithfully performed, and to bestow upon his successors the counsels of wisdom gained by so many years of observation and experience in the management of the public institutions.

During the year the steamer "Henry Morrison" has been replaced by the new and commodious steamer "J. Putnam Bradlee," named in honor of the President of the Board. This steamboat was built by Messrs. Fletcher, Harrison & Co., of New York city, and was delivered to the directors on the 8th of October last. The regular trips to Deer Island were commenced on the 15th of November, and thus far the boat has given entire satisfaction, being especially adapted to the business of the institutions.
